This has been bothering me for years. I finally took a couple of seconds to Google it, and it seems Painted Digitial has a fix:
What I realized was that this was the result of using the marquee tool earlier and somehow improperly deselecting. If you happen to run into this problem, all you need to do is grab your marquee tool and select an area then deselect. Or, you can go up to the Select menu, and click deselect.
